President Joe Biden signed an executive order prohibiting new U.S. investment in China in sensitive technologies such as computer chips, quantum information technologies, and certain AI systems. This comes on top of CFIUS laws of years past, the CHIPs act restricting U.S. persons from working for Chinese semiconductor firms, and the U.S. “entity list” barring U.S. companies from doing any form of business with certain Chinese companies.

Bob Guterma
Bob Guterma is SupChina’s Chief Operating Officer. He lived in China for nine years, during which time he worked as an M&A-focused management consultant with Control Risks, a London-based consultancy. He later joined a venture-backed Chinese information services startup called Capvision Partners, which is now the largest primary investment research provider in China.
Since then he has held partner-level positions with digital agencies (Bantam Communications) and management consulting firms (Point86 LLC) where he has worked on large scale strategy, digital transformation, and communications projects with clients including PWC, McKinsey, Bain Capital, and more.
In between it all he co-founded and/or experimented with a number of venture-backed startups in the U.S. and Germany. He speaks fluent Mandarin Chinese and Spanish, conversational German, and native English, and he received a degree in Economics from Georgetown University and certificates in Chinese economic and political systems from East China Normal University in Shanghai, China.

FeiFei (Andrea) Ren is Counsel in the International Department of Miller & Chevalier Chartered—a law firm based in Washington, DC. Ms. Ren focuses her practice on government enforcement actions, internal investigations, international corporate compliance, economic sanctions and export controls, and white collar defense. Ms. Ren regularly conducts anti-corruption and anti-money laundering investigations, risk assessments, and due diligence and helps clients design, implement, and improve their corporate compliance programs. Ms. Ren is a core member of the firm’s Asia-Pacific practice group with a focus on China-related matters.

Isaac Stone Fish is the founder and CEO of Strategy Risks Corp. Founded in 2021, Strategy Risks Corp. assists clients in mitigating regulatory, political, compliance, and ESG risks in both the United States and China. Isaac is the author of America Second: How America’s Elites are Making China Stronger (Knopf), a book about American political and business leadership’s deep ties to China, and how this impacts the United States.
Isaac also serves as a Washington Post Global Opinions contributing columnist, a contributor to CBSN, an adjunct at NYU's Center for Global Affairs, a visiting fellow at the Atlantic Council, and a columnist on China risk at Barron's. He is a term member at the Council on Foreign Relations, a Truman National Security Project fellow, and a senior advisor to the Korea Society. He previously served as a senior fellow at the Asia Society’s Center on United States-China Relations, and the German Marshall Fund, and as the Asia editor at Foreign Policy Magazine.
A fluent Mandarin speaker and formerly a Beijing correspondent for Newsweek, Isaac spent seven years living in China, and has visited every province, municipality, and special administrative region. He is an experienced speaker on United States-China relations and his views on international affairs are widely quoted on CBS, CNN, NPR, Bloomberg, the Guardian, the New York Times, and other major news media. He currently lives in New York.

Matthew Rabinowitz
Matthew Rabinowitz is a Partner at Pillsbury, Winthrop Shaw Pittman LLP. He advises companies on compliance with import/export regulations, anti-corruption laws and OFAC sanctions. He further assists companies in navigating the CFIUS review process. As a partner in Pillsbury’s International Trade Group, Matthew works with companies to obtain classifications and licenses for EAR and ITAR controlled items, advises on OFAC sanctions policies, conducts country of origin reviews, and helps companies build comprehensive FCPA policies and procedures. Matthew also assists U.S. sellers and foreign buyers in obtaining clearances from the Committee on Foreign Investment in the United States (CFIUS), with a particular focus on China-related transactions.
